Media law passed

After seven years, the Commission of Media and Education passed the
draft law for the audio visual media, without the consensus of the
opposition.

The two articles that define how the AMA and the Radio Television Council members will be elected have broken the consensus between the parties.

MP Mark Marku declared that the majority proposes that the seventh AMA member should not be elected by lots, but simple majority.

“The first variant with cast lots doesn’t exist in any European institution. The proposition came from European institutions, but it was from experts, it was not official. This proposition was made by international experts who opposed the law. The Parliament, which is elected by the people’s vote and reflects the people’s will should decide and keep the balance of institutions. With cast lots the institutions have more autonomy, but a democratic system functions on the principle of autonomies, despite the institutions, and also by the balance of institutions”, Marku declared.

The Chairwoman of the Commission, Valentina Leskaj, declared that the opposition asked for a qualified majority for guaranteeing autonomy to the media, the public and these institutions.

“We are concerned that we weren’t able to find consensus, but mostly because we were unable to pass a law that would guarantee independence for two institutions, such as National Council of Ration and Televisions and the Albanian Radio Television. We want qualified majority because we don’t think for the SP or DP. Today DP is in power, tomorrow will be the SP. We want a law that will serve to the people and to fair elections, regardless of what party is leading the country”, Leskaj declared.

MP Mark Marku declared that the variant proposed by the international experts was not chosen because this formula has been used only in Bulgaria and not by other EU countries.

“We are not asking for anything more than an independent NCRT and an independent council for the RTSH. Not for the DP, but for the media and the Albanian public”, Leskaj declared.

The Socialist MP, Alfred Dalipi, declared that this law will be implemented by the operators and the radio TV stations. They will be the regulators and if they will keep unbiased positions, the law will be unbiased. Dalipi declared that the disposition that passed today is valid only for the KKRT chairwoman, so that she can stay in power, despite the new law.
