Media Commission: Slander, not a penal act

The Albanian MPs voted in principle in favor of the amends for the Civil
and Penal Code, in which is asked the decriminalization of slander and
offence.

According to the draft-law, slander and offence should be treated only by the Civil Code, not the Penal one, and the violators should be punished only with fines.

The Media Commission Chairman, Valentina Leskaj, declared that this initiative was undertaken since 2004, and that the fines against journalists should be lower.

“As Parliamentary representatives of the Socialist Party, we agree to decriminalize slander and offence, and pass it as a civil offence. We also agree for lowering the fine limit, since they become more intimidating than prison”, Leskaj declared.

Democratic MP, Gent Strazimiri, congratulated the opposition for giving their consensus, although they have created obstacles for this process since 2004, according to him.

The Commission also had debates regarding the trials against journalists and slanders from politicians. These amends that will be discussed at the Commission of Laws and at a plenary session have also been requested by the EU.
