The amends were brought after the Prosecution asked the Parliament to arrest the former MP, Saimir Tahiri. The draft says that before they allow this in the future, the Prosecution must first bring evidence.
The opposition complained that the decisions were not being discussed at the Council of Regulations and Terms, where both parties have an equal number of members. Instead, they are being discussed at the Commission of Laws, where the government has the majority.
