Macovei, “Vetting does not touch independence, it’s temporary”

The Head of the Delegation of the Parliamentary Committee for
Stabilization and Association between Albania and the European Union,
Monica Macovei, says that the justice reform is key in the fight against
corruption, since a clean justice system keeps as such the entire
society and improves the rule of law.

The European MP said in an interview for Deutsche Welle that there has been cooperation with the opposition and civil society, but implementation has proven to be very difficult.

She said that the situation can be unblocked now that the negotiations have reached the point of vetting for judges.

“Only a few votes are missing until July 21st, when the government should take the law in Parliament”, the EU official comments.

“Everyone in the EU agreed with the proposition brought by Victoria Nuland, a commission for judges and prosecutors. This would ask the candidates to justify their wealth. The commission would watch their political ties and if there is any criminal nature. This is very important”, says Macevei, who sees no reason for the opposition to be concerned about the constitutional competences that are given to the international partners”.

“I don’t know why they adderss to constitutional references. When the time for the vetting comes, it will last a few months and then it will be over. Judges and prosecutors will start working after this with full independence. You give guarantees only to the people you have verified. This is what happens in the west”, Macovei said.

She considers it justified the presence and assistance of the international partners in the monitoring process, due to their experience. “There will be experienced people from Netherlands, France, Italy, Germany, USA and the European Commission. It is unjustifiable to reject the expertise of people who know how to do it”, she added.
