
Through a letter dated 19 June 2012, the President of the Turkish
Inteltek Company, Ahmet Sezer, expresses his deep concern to the
Minister of finances for the non-competitive practice followed by the
Albanian government for the National Lottery tender.
The Turkish President says in his letter: “We have been informed that your Ministry has launched the tender for the National Lottery license. We have noted with deep concern that the procedures do not guarantee a full and open competition, and do not encourage more incomes for the Albanian state”.
The letters of the Turkish Company that has been interested to be part of the National Tender for the lottery in Albania, but that have been disqualified due to the procedures followed by the government. They raise almost the same concerns raised by the other retired competitor, the Greek Intralot Company.
Besides the exclusive procedures, the Turkish company raises the concern of the price too. In the letter sent to the Albanian Minister of Finances, Mr. Sezer says that the qualification criteria are unusually restrictive and hamper capable operators such as Inteltek to be part of the tender. The evaluation methodology is also focused on small elements by neglecting the price, which is the most important part of all concessions through the world. The letter of the Turkish company presdient, which last year realized a turnover of 3 billion USD, 27% of Albania’s GDP, deepens the suspicions of the national lottery license.
As never before in a public tender, the government has excluded the price element from the evaluation, by presetting it in minimal levels and by not allowing the companies to compete.
