Lottery tender, and as expected, the Austrian Lottery is the winner.
The Offer Assessment Commission led by the Secretary of the Ministry, Dorian Teliti, confirmed the result that the media announced before the tender was even held, which raises even more suspicions on a preset winner.
After the result was announced, the second listed company has a deadline to submit a complaint, and after that it will be officially closed.
Many companies that were disqualified even before the tender started had declared that the Austrian Lottery would be the winner, and they accused the government of creating a fictive race with preset winners. After this decision, the government gave a 10-year monopoly to the company for seven games. All of this with a symbolic price of 3.5 million EUR, one of the most suspicious points of this tender.
The government justified the procedure with two arguments: first, this would stop the suspicious foreign capitals from entering the country, enabling this way only serious companies to be part of the race, those that have no problems with justice. But the Austrian Lottery is being officially investigated by the Austrian Parliament for circulating suspicious capitals in politics in order to corrupt politicians and keep the monopoly in the market.
The second argument of the government for the very low price is that it will be compensated through taxes that will be very high for the winning company. But compared to the other countries, the taxes set by the Albanian government on the lottery winning company are much lower.
This is one of the most notorious tenders, with the government eliminating the competition, selling it for a very cheap price to a company and with lower taxes than the other countries. Now that the winner is exactly the company that was suspected before the tender, the suspicions grow even higher.
