Location different from permit, Osum hydropower plant scandal gets deeper

One day after Top Channel published the exclusive document of a hidden PPP agreement for building two hydropower plants in an area considered a “Natural Moment”, new details show that the scandal is even deeper.

A document of the Protected Areas Agency shows that the location of the hydropower plants is not the same as what has been used for receiving the permit. The scandal was revealed by an official memo that the Agency sent to the Ministry of Justice.

This is the same as if an apartment building was built outside the permitted area, but this scandal is in much higher proportions since it is about a hydropower plant in a legally protected environment.

The environmental impact assessment is one of the most important permits for a project. This permit is issued by the national agency of environment, and it should certify the project for its environmental impact.

According to the documents, the permit for the two hydropower plants was issued in March 2015, signed by Director Julian Beqiraj.

The Agency says that the irregularities and changing of the coordinates make the construction illegal.
