Local power decentralization

Prime Minister Sali Berisha; the US Ambassador, Alexander Arvizu and mayor Basha have greeted this initiative. Ambassador Arvizu mentioned the cooperation that is needed between the local and central governments, and also with the rest of the citizens.

“Progress needs open dialogue between the local and central governments; it needs resources from the central government to be transferred to the local one in a transparent and reliable way. Progress needs the public services to improve their management so that their finances do not become a burden for the central government. The citizens must ask the people they have elected and be completely involved in setting the priorities and taking the decisions that affect their lives”, declared the US Ambassador, Alexander Arvizu.
 
Prime Minister Berisha declared that the fiscal decentralization reform has not progressed for political goals in Parliament. Berisha declared that the wealth tax collection is a necessity.

“The government is ready to share the fiscal revenues with you based on transparent laws. I cannot leave without mentioning that the first experiment that was made with the small business tax cannot be considered as non successful. The gaps created derive from the lack of collecting taxes, the failure to administer the small business tax correctly. The recent registration shows that almost half of the Albanian families own more than one house. But why should you hesitate to collect the tax of wealth in these circumstances”, Berisha declared.

The Mayor of Tirana declared that a new administrative division is indispensable. The USAID project will support the government for implementing the effective policies and the decentralization legislation.
