Recent official data show that for the first time in the last decade,
the state budget is facing a decrease of the excise revenues.

According to the Ministry of Finances, the total revenues collected from the excise in the end of the first 11 months was 331.3 million USD or 8% less than during 2011.

This figure is even lower than 2010. Since the budget crisis of 2002, the excise revenues have only increased. This tendency has changed maybe because of the decreased consumption at strong goods.

According to the Ministry, the excise of fuels, beer and cigarettes in 2012 were lower than two and even three years ago. The decrease in fuels was double digit, but this might not be the only reason.

The excise is the tax that was increased mostly by the government in the last years. Cigarettes and alcoholic beverages have seen doubled figures. Fuels were burdened by hidden taxes such as that for carbon and the circulation.

Experts say that the increased taxes encourage smuggling, especially during a difficult economic time. Beyond the crisis and the decreased consumption, the excise increase is giving the opposite effect in the budget.
