Legalization, government to pay 4 million USD

A small part of the landowners whose property has been occupied by
illegal constructions will be paid with 9500 ALL per square meter, so
that this land goes to the illegal constructors.

The decision approved yesterday says that the real estate owners will be compensated with the real value, in accordance with the respective measure presented in a list attached to this decision, which states that 43.196 m2 of land have a total value of 410.676.127 ALL.

The government did not publish the list of lands that will be expropriated for the illegal builders, but the number of illegal builders who will benefit will be not bigger then 90, calculating 1 illegal builder per 500 square meters of land.

The general cost that the tax payer will averagely pay for every 500 square meter of legalized parcel is 4.5 million ALL, while the illegal constructors have paid for the land 200.000 ALL in cash and 200.000 others in bonds.

The number of illegal builders who benefit is inconsiderable, when the government declared that there are 220.000 illegal constructions in the entire country. The general legalization cost goes beyond the country’s economic power, resulting as unaffordable, considering that 4 million USD are needed for only 43.000 square meters.

Wealthy people will benefit

The legalization process started as a project that aimed to help poor people legalize their constructions, but the only ones who have benefited so far are the constructors of apartment buildings and companies that are not poor at all. The poor people have fewer chances to gain regular certificates, since the necessary sum to pay the land owners goes beyond the government’s capabilities.
