Law professionals: Consensual President

The former General Prosecutor, Maksim Haxhia, rejected the idea that
well known lawyers have no interest for political processes, such as the
election of the President.

Haxhia, as leader of the National Chamber of Lawyers, says that it is a duty of the civil society to be implicated in the Presidential election process.

“It is not an exclusivity of the opposition to pose conditions to the majority. This task belong to the civil society of all social categories, from both sides. They have given the votes, and they must not allow abuses, but choose to materialize a figure that has all qualities and attributes, in order to leave no space for contestations, and what’s most important, in order to guarantee to this people a leadership and a figure of unity”, Haxhia declared.

Haxhia doesn’t hide that he would prefer a law professional for President, someone erudite, who is decisive, wise, devoted and with integrity.

“I would want him to be wise as Meidani, decisive as Moisiu, eloquent and with good harmonizing communication skills like Nano, devoted like Sali Berisha, and civil as Bamir Topi, during his entire stature as President. I would like to see all these qualities in one single person”, Haxhia underlined.

While judge Manjola Beileri, a name proposed by President Topi for the Supreme Court and rejected by the majority, says that the Constitution foresees that the President must be elected with qualified majority, being a figure that stays above the parties.

Both Haxhia and Bejleri think that the challenge of the next President will be the judicial system, where the President is not only Chairman of the High Council of Justice, but also appoints Supreme and Constitutional Court members.

“The next President will control the HCJ, the Supreme and Constitutional Court. If the Administrative Court will be created by then, justice will be the next challenge”, Haxhia underlined.

“The task of the new President, the election of a new figure that will have a role in teh war against corruption. I would not want to mention the political reasons, but it would be better if the President would be a consensual figure”, Bejleri added.

Mrs. Bejleri thinks that in the future, the Constitutional and Supreme Court members should be elected by the Parliament with qualified majority.
