Linda Rama: Between Family, Work and Albania’s Future The MPs of the ruling party, who passed the law “For the Integrated
Management of Waste Materials” entered today’s session booed by the
FRESSH members, who were at the Parliament’s door.
The FRESSH members protested in front of the Albanian lawmakers and have opposed their action.
The plenary session has started with the discussion of the draft law “For the Protection from ionizing radiation”, which is caused by high voltage electric poles, cell phone antennas that have been placed in public spaces, which produce harmful electro-magnetic waves. The draft law predicts the assignment of basic elements that will limit the effects of these radiations within the limits of 0 to 300 GHZ.
The Health Minister, Petrit Vasili, spoke about the direct positive effect that this draft law has on the citizens’ health.
“The recommendations of the World Health Organization show that our law respects an European standard, because the law gives these competences to the Council of Ministers, and not to the Minister only, as the WHO recommend”, Vasili declared.
The Socialist MP, Taulant Balla raised the concern that this law came in front of the MPs without any consultations with the interest groups, and even worse, without the coordination of the respective Ministry. One of the problems raised on the report says that the legislative draft of the respective ministry must be improved during the preparatory phase.
“The law in question is a clearer expression of the weak laws that this Parliament produces. The opposition’s representation at the Health Commission has emphasized that this law is inapplicable. As for the EU Integration Commission, this law has very big problems. I heard the majority representative saying that this law implements the European Council recommendations, but in fact, there is no recommendation from the European Council on this matter. There is a directive from the Council of Europe. The biggest shame falls on this state and this Prime Minister who sign it. The real gaffe comes from the government, which says that there is a recommendation from the European Council. A government that confuses the European Council with the Council of Europe. This is a very big problem”, Balla declared.
The MPs Taulant Balla and Ethem Ruka asked the return of this law.
