The Parliament passed only with only the votes of the majority the
transformation of the Military Information Service to the Military
Intelligence Service.

The draft that has been discussed at the Commission of Security and was rejected by the opposition, since these changes remove the Parliament’s right to survey the agency’s work.

“Your goal is to not allow future governments to control the illegal activity of the Military Information Service, which has used wire taps on the opposition and foreign diplomats”, declared the Socialist MP, Taulant Balla.

“We haven’t spied on anybody, and the Parliamentary investigation needs a special law”, declared the Minister of Defence, Arben Imami. Imami added that the Military Information Service will change its structure and name so that it can fit to a NATO member country.

Different from the MIS, the Chief of the Military Intelligence Service is proposed by the Minister of Justice, with the Prime Minister’s consent, is decreed by the President and his mandate is extended to five years, and he can even be a civilian.

This extent of competences beyond the army structures concerns the opposition, saying that it leaves room for political abuses. Arben Isaraj related the legal amend with another element, that of the telecommunication surveillances.

These changes go beyond the human rights and freedoms, weaken the Prosecution’s competency over wire taps and becomes threatening, without mentioning the fact that his proposition

“In order to not allow secret surveillances to be used politically, the Prosecution should consult the Interior and Justice Ministries, so that there will be no abuses”, declared Genc Pollo, Minister of Innovation.

the amends in the law for telecommunication surveillances was also approved only with the majority’s votes.
