The government’s plan for postponing the landowners’ compensation files
with another year has been seen with
skepticism by the Association of Landowners.
“The postponement with one year is false, a game on our expenses. We know that the Agency of Property Return and Compensation is unable to review 8.000 files in one year, when for two years they reviewed no more than 1000”, declared Agim Toro, representative of the land owners.
The recognition process of the property return and compensation is considered complicated by the former owners, after the government decision that closed the agencies in other districts and concentrated the work only in Tirana.
“The Agency of Property Return and Compensation has a very small staff, compared to the working volume that they have. With the current staff, they can only take 30 decisions per day, which is impossible, because every case must be verified on terrain. If the administration will have no new staff, APRC is unable to end this process in one year and even more”, Toro says for Top Channel, by taking as example the Agency for the Legalization, Urbanization, and Integration of the Informal Zones/Buildings, which has 10 times more persons than the property agency.
The owners appeal the government for taking measures, so that the process can progress as soon as possible.
Toro explains that not all responsibility goes to APRC, since other institutions that are part of the process do not respond in time.
The decision for postponing the deadline gives another opportunity to the individuals with open files at the APRC or who have unresolved property problems.
The deadline was postponed to 31 December 2012, while the Agency has at least 5000 untreated files.
Together with the law amend, the Ministry of Justice is looking for a new strategy of the property compensation, a key problem for the country that is also blocking investments.
