Kosovo-Serbia Agreement content

The Government of Kosovo has published the achievements reached with Serbia in Brussels.

Both countries will interpret the Integrated Border Management (IBM) according to the respective interests, since Kosovo sees the border line as “border”, while Serbia as “administrative border”.

Both delegations have agreed on 8 conclusions, after many dialogue sessions. The second says that under the general direction of the EU, both countries will implement the IBM concept with the purpose to gradually install common and safe objects in all common IBM checkpoints.

These common objects, integrated, unique and safe, will be placed within a common area at the checkpoints, with officials from both countries making the respective checks.

The agreement bounds both countries to not display the symbols of the respective jurisdictions in these checkpoints. The EULEX will be present in all six of them.

The delegations agreed that the core of the agreement will be the clear responsibilities and obligations that are in act by the jurisdiction of each party. The seventh conclusion explains that there will be a three-party group, headed by the EU, that will implement the abovementioned agreements as soon as possible.

For this reason will be established a Technical Protocol that will be signed with the EU, even separately, and EU will take in consideration the different point of views of both sides.

The last conclusion specifies that this agreement does not include any general or special issue related with import.

These conclusions were reached after 30 hours of negotiations, in the last technical dialogue for this year.
