Kosovo-Albania power line about to fail

The Kosovo-Albania power-line saga is coming to an end, risking remaining simply on paper for many other years.

Top Channel owns official documents showing that the Albanian government rejected the conditions set by the German KFW Bank, which provides the fund of the project. The conditions demand the Ministry of Finances to give a written guarantee that they will recognize the result of the second tender, since they fear that the Albanian Bank might repeat the same action, as it did with the first one.

The Albanian Transmission System Operator has addressed a letter to the KFW on October 9th, saying that KFW will not be part of the second tender, due to an unfulfilled condition. According to TSO, the interest of the Ministry of Finances is to keep the low price criteria. This shows that the government has no intention to withdraw, and that the agreement with the German bank is coming to an end.

The tender for the Kosovo power line was held on March 2011. According to the KFW methodology, the winner was a Croatian company. But the Albanian government tried to replace the winner with another that offered a price that was 8 million EUR lower. This was not accepted by KFW. The disagreements between the parties peaked a few months earlier, when the government officially took the tender down and announced that it would be repeated. But this option is also expected to fail, since the German Bank has warned that if the government will not recognize the second tender, they will cancel the funds.

SP: Corruptive affairs with TSO

The opposition accused the Transmission Operating System of being plunged in a big corruptive affair which they are trying to hide, by refusing to publish the obligatory information.

“When the government wanted to cancel the agreement with the German KFW, they referred to the Albanian law. But to give information, as the Constitution dictates, the government refuses and refers to the German law”, declared the Socialist MP, Artan Gace.

MP Artan Gace says that the cancelling of the power line is intentional and against the national interests, and warned that the opposition will bring new facts.

“It’s evident that there is a corruptive and anti-national tendency. I fear that this is only the tip of the iceberg and in the day to come we will have other reports”, Gace declared.
