Killer husband arrested

The Court of Serious Crimes decided to arrest Genci Carcani, the man that this Saturday killed his wife, Valbona.

Sources say that the man stayed silent while hearing the charges. He was the first one to open the series of three domestic murders within three days, which shocked the public opinion, and all victims were women who had already requested police protection from their husbands.

Experts say that the Protection Legislation should be reviewed and made more effective.

“The Protection law should enter in effect immediately. The current one leaves the victims 24 or 38 hours without support. Secondly, the technology should be implemented. When Court orders that the violator should stay 500 meters or 1 kilometer far from the victim, the police is unable to prove his distance, and this is not a duty only for the police, because we are blaming only the police now”, declared Iris Luarasi, leader of the Women Counsel Line.

The legal experts say that the Penal Code should be harsher, but they need a wider coordination to prevent it.

“The prevention and reduction of domestic violent victims requires the investment of many authorities, institutional actors and state institutions, where the legislation application is one of the most important components. The harshening of the sanction, the prediction and trying of these criminal acts, is now a competence of the Serious Crimes, and we think that this will have a positive impact for preventing this phenomenon. Naturally, more action is needed from other legal mechanisms so that we can reach our goal”, declared Prosecutor Altin Binaj.

Tirana has many reports of women against violent husbands. The Court has filed 360 requests within this year, but 200 have been withdrawn by wives.

“The reason why victims withdraw their orders are economic reasons, or even pressure from both families. There are women who are sheltered in an institution because her family will not welcome her”, Luarasi declared.

On the other hand, the Tirana prosecution declared that they are investigating 90 files for domestic violence, for which 15 people have been arrested and others are on house arrest.
