The main political parties will gather this Monday afternoon to decide
how to treat the final recommendations of the Venice Commission. The
meeting format will be similar to that of the Special Parliamentary
Commission for the Justice Reform.
It is unknown if the parties will use this meeting to reach political consensus, as requested by the opposition, or if they will continue the procedure followed so far by the majority, which authorizes experts to turn the Venice recommendations into amends.
There are many technical problems that need to be resoled, but the hottest point that divides Socialists, Democrats and the Socialist Movement for Integration embers is the qualified majority that will be used in Parliament to vote the 30 members of new institutions in the judiciary and the prosecution.
From this will come out all the members of the Judiciary Appointment Council, a key structure with a decision-making role who will lead the governing structure of the justice system in Albania.
Fatmir Xhafaj confirmed this Thursday on Top Story all the efforts for negotiations. “I would lie if I would say that there have been no efforts”, Xhafaj declared.
Top Channel has learned that some of the negotiations encouraged by partners, together with their respective formulas, were stopped when the parties started studying the most acceptable options for the adversary.
These formulas are reflected on the recommendations 17 and 18 of the Venice Opinion, but so far there has been no consensual solution.
