More than half of the Reserve Fund for Civilian Emergencies, which is
managed by the Council of Ministers, this year was used for payments
related with the January 21st protests.
On January 21st, Socialist supporters clashed with the police and four protesters were killed by the National Guard.
“Shqip” newspaper says that the draft-budget 2012 indicates that 904 million ALL of the Reserve Fund was used for rewards and for new anti-protest equipments.
“54.2% of the reserve fund, or 904.3 million ALL, were given to the Interior Ministry for the funds of the State Police rewards, National Guard and Interior Service Controls at the Interior Ministry, who were engaged in the protection of the state institutions”, the relation says.
The Ministry of Finances explains that these funds were used for buying equipments and special materials for fulfilling the needs of the State Police and National Guard”, the relation continues.
New funds have also been used for helping the families affected by floods, although the latter weren’t enough, because the Sub Shkoder area has not been paid yet, although the flood took place more than one year ago.
