Italy fined 155,000 Euros on Albanian’s murder

Italian state must pay 155,000 Euros to the family of Julian Alikaj, the 19 years old Albanian killed by an Italian policeman on December 2nd 1997, on an Italian highway.

This decision was taken by Human Rights Court in Strasbourg. The police officer who shot the young man with a single bullet is called Agatino Russo, who was pronounced innocent by an Italian court.

Based on the Strasbourg Court decision, European Court decided that this compensation must be given to Alikaj family for moral damages, biological damages and court expenses.

According to the Court decision, Italian investigators did not lead a sufficiently detailed investigation on this case, while agent Russo had made an excessive and unjustified use of violence.

The young Albanain was shot to death after being pulled over on a highway where he was speed driving with his friends. He was unarmed and had imposed no threat to the policeman.

As for Julian Alikaj’s family, this is a victory achieved after 14 long years of waiting. Despite this decision, the European Court has no jurisdiction to open a murder case against agent Russo.

Since the Italian court declared him as innocent, Russo will keep being free.
