Investigations for theft at Bank of Albania

The Prosecution started interviewing the Bank of Albania Supervisory
Council members as persons with possible information about the theft of
more than 7 million USD.

Mrs.Ermelinda Meksi was the one to be part of the questioning, together with Ela Golemi and the former Inspector General, Teuta Baleta.

Baleta accused the Bank of Albania leaders and the Supervisory Council of intentionally weakening the inspection structures.

She listed a series of actions in front of the Parliamentary Commission of Economy, through which the Bank’s leadership has obstructed the financial inspections, according to Baleta.

“The training program for the inspectors was not implemented. This was also recommended by the IMF. There were delays in restructuring the inspection departments. The delay was 1.5 years, without any explanation”, Baleta declared.

According to Baleta, the Supervisory Council and the executive leaders of the Bank of Albania have damaged the competences of the Inspector General, by even firing her employees, although the inspection department is independent from the Bank’s leadership.

“The human resources were limited by some arbitrary actions, such as removing inspectors without the approval of the Chief Inspector, an action that goes against the law. They also had restriction for their access to information, and the leadership took the responsibility to interpret the audited units”, Baleta declared.
