
The opposition asked at the Parliamentary Commission of Economy to
investigate the way how the funds that the government has taken from the
international community for the reforms on property titles are being
managed.
Arben Malaj declared that the property issue is one of the biggest government failures, despite the millions of dollars spent.
“The commission must address with a letter to the Supreme State Audit and ask an investigation for all donations given about this law, and all projects paid by the World Bank and that the EU is still paying. We must analyze the situation and find out why the measures have proved inefficient”.
This request spurred strong debates at the Commission, with the Democrats saying that they cannot investigate the donators’ money, and that the Socialists are the ones who have abused with the properties during their governing.
“These are insinuations that you make for the donators, but you know pretty well that we don’t share the same opinion with you about this point. We think that the help given by the donators has been effective and generous, and we must be grateful for this. The money has been used in the best possible way”, declared Edmond Spaho, Chairman of the Commission for Economy.
“Don’t forget that when you were in power, thousands of false property titles have been issued, turning the property issue into a disaster. But today there is law, there is a state and transparency”, declared the Democratic MP, Flamur Noka.
“In all indexes that are made for Albania, the property issue is ranked among the lowest”, Malaj declared, rejecting the statement of the Democratic colleagues: “This is called oppressed freedom that hampers the country’s economic development. We are a country that aims to become an EU candidate after 20 years of transition, and we are still ranked among the weakest. In this aspect, a quick discussion of the law or the justification of every stance that you as government have held will lead us to the same failed experience.”
In conclusion, the Commission approved the new law only with the ruling Democratic Party votes. The law aims to electronically register all real estate properties within the next year.
The draft turns the Property Registration Office into a self-financing agency that will be led by a board that will have the Ministers of Justice and Finances on it.
