
Antonino gullo, legal adviser of the former Italian Minister of Justice,
Paola Severino, is one of the people who drafted the “Severino” law
that will be used as reference in Albania for decriminalization. In an
interview for Top Channel he tells about the initial phase of this law,
the functionality and results that have been reached.
When asked if it “Severino” used the fingerprint and drug tests, Gullo said that the Severino law doesn’t foresee such measures, it disciplines the procedures for appointing Parliament Members and other government members.
When asked if this law can be good for the Albanian reality, he answered:
“As regards the chances to transfer it to another country, the articles of the Severino law don’t create any obstacles. Of course, there will be the need to adopt this act with the need of the other laws. The two easier aspects are the selection of the crimes for which after a sentence has been verified, enters in effect the procedure for banning them. It is clear in our law that the subject should be identified, but this obligation is completed in Italy through the requirement of a certification from the courts”, Gullo explains.
Gullo confirmed that the Albanian government has contacted with the people who drafted the Severino law to get a closer look to the specifics of this law and how it can be implemented in Albania.
