The Head of the Socialist Parliamentary Group, Gramoz Ruci, addressed a
letter to the ambassadors accredited in Tirana and the Parliament
Speaker, Jozefina Topalli, regarding the way how the immunity law amends
on August sixth will be reviewed.
The letter secured by Top Channel starts with a clarification of article 83 of the Constitution and the Parliamentary Regulation that was amended in 1998 for the constitutional amends.
“As very important amends in a decisive moment for parliamentary democracy, between the lawmakers and the Albanian people, SP sees the Constitutional amends of great importance. And there should be a special attention for guaranteeing a transparent process”, Ruci writes.
He says that such legal initiatives must not be limited with the contribution of only the Parliamentary parties, but it is important to include all Albanian citizens, experts and constitutionalists, academics, professors and international experts. Ruci lists some propositions, on behalf of the Socialist Party:
1 – Gathering the Conference of Chairmen and plan a project for the Constitutional amends, presenting them at the next plenary session, by including them in the Parliament agenda.
2 – Publishing this project on the Parliament’s internet page, so that the chairmen can be able to get informed/
3 – Invite different interest groups for bringing their opinions and comments with the respective propositions for the amends.
4 – Organizing a meeting between the Council of Legislation and the human rights committee for transmitting the draft-propositions to the public, including the constitutionalist experts in the process.
5 – Sending the project with the amends to Constitutional Institutions, such as the Supreme Court, the High Council of Justice and interest groups affected by these amends, so that they can bring their points of view on the matter.
Earlier it was the trio of ambassadors, Arvizu, Sequi and Wollfarth whoh appealed the Socialist leader, Edi Rama, to vote the immunity removal.
Topalli: Let’s lift immunity
In the conference for Parliamentary Code and Ethical Standards, the Albanian Parliament Speaker, Jozefina Topalli, focused on the Parliamentary procedure for lifting immunity from high rank officials.
By underlining that with the immunity lifting Albania would take a decisive step in the path towards the EU, Topalli declared:
“The Parliament has a specific process and procedure in this area. The same opinion was shared by the German Ambassador, Karola Holtekemper, who was in favor of passing this initiative on August sixth”.
The Conference was organized by the Albanian Parliament with the support of the OSCE presence in Tirana and the German Ambassador.
