Hospital medicament supply

The Health Minister, Vangjel Tavo, declared that hospitals will have no
more lacking of medicaments and their relatives will not be obliged to
buy them in the surrounding drug stores.

According to Tavo, the Procurement Law has been amended so that it will eliminated the delays in organizing tenders for the purchase of medicine, but the effects of this change will be reflected on January.

“The medicaments will be procured through tenders, not for the respective medicamnets, but for the prices. Based on the need, every hospital will refer to the respective prices and we will ask the medicaments according to the price of the company that has won the tender. The law will enter in act with the new state budget, after January 1st of 2013. But this doesn’t mean that hospitals are not monitoring the situation constantly”, the Minister declared.

Tavo added that the health budget is not ample, but not lacking to the point of not having medicaments. This is a very old problem at the Tirana University Center, and according to Tavo it has been influenced by several factors.

“One of the main causes is the great flux of patients who come at the Mother Teresa hospital, even without recommendation from their regional doctors. The medicament tender cannot be the same with the tender for the improvement of an infrastructure, or for building a hospital or a health center. The medicaments must have another transparent way of procurement”, Tavo declared.

The lack of medicine in hospitals is another challenge that has left the promises of all Ministers as such, only promises.
