HCJ voting degenerates, Cefa wins without SMI; Ruci: Berisha threatened

The democrats were able to keep the minimal majority in Parliament with
71 votes for passing almost in extremis Elis Cefa’s candidacy at the
High Council of Justice.

The Socialists had proposed Ardian Visha against Cefa, who is the lawyer that defended Fatmir Mediu in the Gerdeci trial. Visha had declared that he trusted in the innocence of his client, Fatmir Mediu, by opposing the Socialists who consider Gerdeci as a state crime.

Therefore, this session was of a special interest for the vote movement. As never before, all MPs were present on the floor, except for Seseri who has resigned.

The voting process created debates after the majority asked the ballots to be signed by three members of the secretariat when the MPs would present themselves for taking the ballots.

The opposition was against this procedure, declaring that the process left room for putting identification signs on the ballots for each MP. The Socialists added that this procedure aimed to intimidate the MPs among the majority.

This was rejected by the majority and there were debates between Prime Minister Berisha and the Socialist Parliament Leader, Gramoz Ruci, and on the background can be heard words like “January 21st”.

Lacking of a consensus, the Parliament Speaker started the electronic voting under harsh opposition protests. After the majority’s candidate was voted, the opposition protested by considering the voting as irregular.

By mentioning some MP names, such as Kastriot Islami, Ilir Meta, Lefter Koka and Vangjel Tavo, the Parliament Speaker, if not compromising their vote, she cast shadows of doubt, because the majority’s candidate received only 71 vites in favor, and none against or abstaining.

Everyone who was present voted for him, including Kastriot Islami and Fatmir Mediu.
Sources from the Socialist Movement for Integration mentioned Ilir Meta’s refusal to vote, but one thing was sure: the majority lost three votes, probably from the SMI.

After the session, the Socialists summoned an urgent meeting of the Parliamentary Group, while the Parliament Speaker criticized the Socialist MPs for organized violence.

For supporting her version, Topalli distributed some video footages filmed by the Parlaiment’s cameraman, where the Socialist Parliament Group leader, Gramoz Ruci, is heard declaring that they are the ones to decide.

Topalli explained that she referred to the Parliament Regulation, as regards the voting procedure, and that this is a technique that has been implemented in 20 years of Parliament functionality.

Topalli declare that this intentionally organized violence was used against the Parliament and the rule of law. Elis Cefa will now replace Kreshnik Spahiu.

Ruçi: Berisha threatened us

After the voting session was over, the Socialist Parliamentary Group summoned an urgent meeting, followed by a press release in which Ruci told to the media what had happened behind closed doors.

Ruci declared that he and his Democratic Party homologue, Patozi, had agreed to vote with the ballots, but a technical detail ordered by Berisha had blocked the entire process.

Ruci then declared that this voting was not regular, and added that Berisha addressed the Socialists with the sentence: “You tried it once on January 21st”.
 
Topalli: SP tried to block the procedure

The Parliament Speaker, Jozefina Topalli, declared that a group of opposition MPs tried to block the voting procedures.

“The hidden voting is administered by the secretariat that has full power. The secretariat signs and seals the ballots before sending them to each MP”, Topalli declared.

The Parliament Speaker underlined that the opposition asked to change the working procedure, and accused the Socialist Group leader, Gramoz Ruci, of having grabbed the ballots for not allowing the voting to proceed.

“Due to the SP blocking, the Parliament continued with electronic voting”, the reaction declared.
