Harsh debates at CEC

The distribution of parliamentary seats has turned the Central Election
Commission into an arena of harsh debates and lack of solutions.

The situation precipitated after two opposition members, Denar Biba and Albana Shtylla, proposed a disciplinary proceeding for the CEC General Secretary, Aljona Mansaku, who addressed a letter to the Parliament asking it to take over the issue in absence of a solution at CEC.

“I was authorized by the CEC Chairwoman to write the letter that has only facts and no legal interpretation that could orient the Parliament”, Mansaku declared.

The Chairwoman did not allow the opposition to speak about this matter. The older members considered this a shameful act and asked to close the meeting. The opposition representatives told the media that the illegal behaviour is only based on political interests.

“We cannot use in 2013 the same mandate distribution of 2009. Population has changed and it would be anti-constitutional. If one MP would be elected by 30.000 citizens in Tirana, and one MP by 10.000 in Kukes, it would mean that one vote in Kukes is equal to three votes in Tirana”, declared the CEC vice Chairman, Denar Biba.

The same concern was shared by Genc Gjoncaj from the SP. The Democrats’ representative, Njazi Kosovrasti, was more reserved. He accused the Socialists of ruining another opportunity to pass a new distribution of mandates at CEC.

But he did not declare if the DP found it legal or illegal to use the same configuration of 2009.

The debate did not produce any solution, reinforcing the perception that this CEC will not be remembered for a good administration of the electoral process, but for the high tension and show just after it was created.

CEC approved the decision for the electoral funds. The Democratic Party will receive 83.5 million ALL, SP 80.6 million ALL, SMI 11.7 million ALL, PJIU 7.7 million, UHRP 8 million and the Republican Party 8.1 million. The New Democratic Spirit does not benefit.
