Hackers block Bailiffs

Hackers have blocked the Private Bailiff Services at the website of the
Ministry of Justice. 130 bailiffs have suspended their work and cannot
use the “Albis” service, since the website is blocked.

According to the National Bailiffs Chamber, Petrit Qarri, this situation has been created since Thursday.

“Based on article 516, the private bailiffs have the legal obligation to notify the Ministry of Justice by registering the cases that have arrived for execution. We cannot register antyhing today and this brings anomaly in our work”, Qarri declared.

This situation was denounced yesterday by the National Chamber of Notary, which is unable to distribute the heritage attestations to citizens.

The Ministry of Justice has file a report at the Tirana Prosecution, but the head of Bailiffs raises another problem, saying that they are abandoned by the police in their operations.

“We haven’t renewed the agreement for the past one month and a half. This has caused the private judiciary to get suspended, because bailiffs cannot act without the support of the police. We need a cooperation between the Police and Bailiffs. Article 523 has made it a rule for the Police to support private bailiffs. We’re in a moment that we see the public bailiffs receive police support, but not the private ones”, Qarri declared.
