Greek Foreign Minister: “There are two solutions for the War Law issue with Albania”

The Greek Foreign Minister, Nikos Kotzias, invited on the Greek public television ERT, declared that the main problem with Albania, which should receive a positive solution, is the War of Law between both countries.

Kotzias presented two legal ways that could be followed: a decree from the President or a decree voted by the Greek Parliament.

“The legal consequences will be regulated through a special procedure. The decree, based on which Greece declared war on Albania, was a royal decree. There are two legal interpretations. The first one is to consider the royal decree a presidential one and remove it, but there is also a second one that is not very rigorous. It requires debate. This interpretation says that the royal decree was given when the Parliament did not exist. Now that there is a parliament, it can formulate the law. If the royal decree cannot be equalized with the parliamentary one, it can be equalized with a presidential one”, Kotzias declared.

Journalists asked him if the negotiations with Albanian Foreign Minister Bushati had included compensations for Albanian citizens who had their assets seized because of the war of law, but Kotzias didn’t answer.

He said that Athens may start the process for enlarging the maritime territory of Greece with 6 to 12 miles, starting from the Ionian Sea, using the legislation that derives from the Maritime Rights Convention.

KOtzias also mentioned that the relations between Greeks and Albanians should change positively. This is why he considered it a positive
