The Albanian government overlooked the Parliament about the controversial fuel inspection concession.
The agreement gives the monopoly of this service to a private company from Austria, and has entered in effect only with a government decision, even though it had been declared that it would be voted in Parliament.
The decision on the Official Bulletin says that “The Council of Ministers passed the concession agreement signed between the Ministry of Finances and the ‘Global Fluids International” and “Petroleum Consulting Partners’ A.G. Article 3 clarifies that the agreement enters in effect right after this decision is published on the Official Bulletin.
This is the first time when the government gives a 150 million EUR monopoly for 10 years by excluding the Parliament from the procedures. Some experts raise questions about the legitimacy of the procedure. The concession has been opposed several times, initially by the Fuel Association and also by the opposition. The scandal deepened when the government lied to the Authority of Competition. The Authority received complaints from merchants and started investigating, and when the Authority asked information from the Ministry of Finances, they answered that the agreement had been suspended.
Two days later the Council of Ministers passed the decision which will increase the price of fuels for the citizens, due to the fee that will be received by the monopoly, 6.5 EUR per ton or 10 ALL per liter.
