Linda Rama: Between Family, Work and Albania’s Future The new draft-law for the pre-university system, which already passed in
government, foresees essential amends in the education structure, in
the appointment of different leaders and the forms of the financial
funds.
Article 38 of this draft-law says that every school will be financed for every pupil, and this fund could be used in schools for emergent interventions. The Deputy Minister of Education, Halit Shamata, explained that with this form of financing will benefit the non-profit private schools that have operated for more than five years.
“The financing for the students is an element of the reform that we have and that we will incarnate in this law. There will be more money in the areas where there will be more students. We think that we could involve in the institution financing system the pre-university institutions and the local administration, making them part of the decision-making in education. We will also offer grants to public schools, so that they can manage them and resolve their problems”, Shamata declared.
Shamata explained that they are asking legal acts for the exact formula in which the private non profit schools will benefit. It is important for the Ministry of Education for these public and non-public institutions to compete together.
“The school that has no profit is a school that invests its entire profit. It is a non profit school. There are several in Albania. The state doesn’t finance specific students, but the state grants money and the school manages them. This money will be used for promoting the new talents and for helping the children of these schools to participate in national and international activities. The principle for the children is the universal calculation principle. The calculation issue is related with the financial mechanisms, that when the law enters in act, it demands time for preparing the legal acts that will specify these mechanisms”, Shama declared.
The school leaders will have the right to use these funds for compensating teachers for training, for holding competitions and for regulating the school premises.
