third consequent year, while the government is unable to make realistic
predictions.
Experts from the Ministry of finance are unable to give a clear explanation on what is happening with this year’s budget. They say that they plans are according the methodology used by IMF, but these plans change on their way to the Prime Ministry, and this is the result that we see.
The government collected 9 billion ALL less than the reviewed plan by September, and with this pace, the annual deficit by the end of the year will be 14 billion ALL (140 million USD).
In these conditions, Bode’s cabinet is scrutinizing the next scenario: planning another law for the budget 2011, changing it for the third time within the same year.
Bode declared that the budget will change each time it is needed, even 10 times within one year, as long that it responds to the economical situation in the country.
The Socialist MP and former Minister of Finances, Arben Malaj, say that the budget changes are actions that lack of seriousness and cause incalculable damages, especially on the private business. IMF also was against these budget changes, especially during the year.
