Albania had been asking FRD for compensation, but Western Germany insisted that both countries needed to establish diplomatic ties before this was done.
The very long process was followed by three private visits of the Bavarian Prime Minister, Franz Josef Strauss, followed by nice economic offers, from 1984 to 1987.
Being in a very hard economic crisis in the 80s, on September 15th, 1987, Albania signed the diplomatic relations with Germany. Albania’s delegation was led by Sofokli Lazri, Director of the International Relations Studies in Tirana, while the German side was led by Dieter Kastrub, Ministerial Director.
