Fule-Lajcak: Pyramid Demolition endangers Top-Channel

Answering to the concern that was raised by Top-Channel, the
Commissioner for Enlargement, Stefan Fule, and EU Special Envoy in
Tirana, Miroslav Lajcak, declared through two letters that they are
aware of the difficulties that this television is facing for finding new
premises in order to continue uninterrupted broadcasting.

“I understand that the two cases, which you brought to my attention, namely the foreseen destruction of the “Pyramid” and the lease of the “Former Film Laboratory”, are distinct but have similar consequences for your company. I also understand that some of the problems relate to the complex contractual disputes and property claims. The Commission expects these to be resolved in full transparency and in an impartial way, ensuring the respect for the relevant legislation and the rule of law. We will follow closely the evolution of the situation through the EU Delegation in Albania.”, Fule declared.

While Lajcak declared: “I wish to confirm that the EU Delegation in Tirana and the European Commission are following these matters quite closely in the context of the EU perspective of Albania.”.

The demolition of the “Pyramid” and the removal of Top-Channel from the existing premises would interrupt the broadcasts of this television, which is an open violation of media freedom.

“Let me assure you that the European Commission attaches great importance to media freedom. This is a fundamental pillar for good governance and accountability in democratic societies and an essential element of the Copenhagen political criteria for membership with which each country aspiring to join EU must comply. The Commission sees a need for all political actors and state institutions to uphold a positive climate and conditions to foster the development of independent and pluralistic media. ”, Fule declared.

EU representatives discussed about Top-Channel with Albanian Government representatives also during the third meeting of the Council for Stabilization Association that was held in Brussels on July 19th.

Confidential sources say that Commissioner Fule has spoken on the behalf of the European Union, while the Albanian Minister of Integration, Majlinda Bregu, repeated the stance of the Albanian government.

“The commissioner showed his concern about Top Channel. He implied that he was aware of the way how court decisions are taken and how law is respected in Albania, but what he underlined was that the broadcasting of this TV station should not be interrupted”, declared for Top Channel a EU official that was present in this meeting.

“In my contacts with Prime Minister Sali Berisha and other public actors in Albania, I have repeatedly underlined the need to actively and visibly promote and guarantee full media freedom. This is also necessary in order to dispel andy possible perception of double standards in relation with the media. It is important that all media outlets benefit from the same freedom to operate.

The same message is reinforced in the letter of the Managing Director Lajcak, who supports Mr. Fule’s analysis.

“I share his analysis regarding the need to actively and visibly promote and guarantee full media freedom. It is important that all media outlets benefit from the same freedom to operate”, Lajcak declared.

Stefan Fule and Miroslav Lajcak remind in their letter that media freedom and the rule of law are two of main matters that the European Commission will focus on in the incoming Progress Report this October.
