Fuels quality control

The Petroleum Association is against the government decision to transfer
all quality control to the Austrian Company “Global Fluids
International”, since it creates a monopoly in what is called marking
and monitoring of fuels.

After the agreement will enter in act, the company will profit 6.5 EUR for every ton of oil that circulates in Albania, a much higher number than in other European countries. This will be a burden in the Albanian citizens’ pockets, since the gas price will increase from 10 to 20 ALL per litre.

“The Company that has arrived in Albania and is expected to sign the agreement soon will create a monopoly for monitoring, and the prices given by them in the negotiations with the Ministry of Finances cannot be found in any catalogue of these companies. It goes from 5 to 6.5 EUR for ton, while in the EU countries it doesn’t go more than 0.1 USD per ton. Preliminary calculations have proved that the gas price for every sold litre could be increased”, declared the coordinator of the association, Bardhi Sejdarasi.

The association says that the passage of this monopoly to the Austrian company will not resolve the quality issue, since the company has no right to directly penalize the companies that have serious problem with the gas mixtures. The association is asking for amending of the laws that are used by state entities when companies do not respect standards.

“The Ministry of Finances must intervene and correct the law on which the central technical inspectorate and the metrology directory function, so that the abusing companies can be punished not only with fines, but also by the consumer, so that they will abandon those distributors, until they will be obliged to increase standards or close their activity when their name is out”, Sejdarasi declared.

The association asked the Ministry of Finances to review the agreement with the concessionary company, while the Authority of Competition will investigate the monopoly that is created by the Austrian company in the fuel quality control.
