Linda Rama: Between Family, Work and Albania’s Future The Ombudsman asked the Minister of Public Works, the Minister of
Finances and the National Housing Entity to answer to their requests
regarding the investigation, and asked for more cooperation in finding
an urgent solution for the tenants who live in houses that belong to
former owners.
The Ombudsman has received more than 50 complaints from families that are unable to take loans from banks, as the normative act provides, and from those who do not profit social houses.
“We have undertaken a general investigation process. We addressed to the Ministry of Public Works, Transport and Telecommunication; the Ministry of Finance; the Ministry of Social Works and the National Housing Entity. We make a public appeal to these ministers who cooperate with the Ombudsman and we underline that the Normative Act, although it was supposed to resolve an emergent issue for the former owners and their tenants, it has actually resolved only the emergency of the former owners and left the tenants in a very urgent situation”, declared Alket Jaupi, assistance Commissioner at the Ombudsman.
The Ombudsman is looking for the argumentative explanation of the Constitutional Court decision that rejected the request to repeal the Normative Act that obliged the tenants to free the houses. Since their situation is considered emergent, the Ombudsman asked for more detailed information from the related municipalities and ministries, regarding new chances to provide shelter for these families.
