Former Minister of Economy Angjeli: Fiscal Amnesty, a double blessing

Former Minister of Economy Anastas Angjeli commented government decision of fiscal amnesty on positive notes, but on the other hand he underlined that this initiative might get compromised.

“Fiscal Amnesty is a fiscal action embraced by all Albanian specialists and business community. After long years of transition, now we have the sufficient conditions for an action of this kind. But on the other hand, if this action surpasses its limits, than it has to be feared.” Angjeli declared.

“Judging from other countries’ experience, this amnesty could have different outcomes. In our country, its objective is extended too much, under the big pressure, to the point that a fiscal action of this kind has involved social insurances and energy bills. This could cause the amnesty to be compromised.” Angjeli said.

According to Angjeli, another important point of this amnesty is the fact that it is being implemented in a moment of local election campaigns.

“The most controversial part of this amnesty is mostly the political timing than the financial one. The latter is a serious amnesty, and a full accordance to the laws would make it very functional. It not only risks to be transformed in an election campaign, but it also risks to be implemented in a political context. We are still on a political crisis and the lack of consensus can compromise the amnesty” Angjeli underlined.

The former Minister of Economy remained skeptic to the fact that this amnesty pardons overdue energy bills, which according to him is only a political maneuver.
“The energy bill pardon is more of a populist action. It is more a matter of closing the Albanian Energy Corporation financial balance, than a matter that doesn’t exist. The matter here is about the energy bills since 1992, never expected to be paid any more.” Angjeli added.
