Former Dibra Mayor files complaint at Constitutional Court, which suspends elections

Shukri Xhelili was left in prison after three accusations related to the
video scandal that made him lose his job as Mayor of Dibra. Xhelili is
now trying all legal chances in the legal hierarchy.

He filed a complaint at the Constitutional Court against the verdict of the Council of Ministers, which discharged him for serious violations of the Constitution and laws. The Court has decided in the past for two similar cases, when two Heads of local Communes were fired by the government in 2011 and 2013, after the Supreme State Audit asset reports.

The courts verdicts have left in power the government decision for the first one, but it was rejected for the second and the Head of Commune returned to his duty.

Regardless of what the new Constitutional Court verdict might be, the immediate effect of the complaint is to suspend the actions related to the new elections, because the Constitution obliges the President to wait for the Constitutional Court.

In a normal deadline, the Court has two months to review a case. Then they can issue a verdict whenever it is ready. But official sources confirmed for Top Channel that the Court will have a quick decision for this case, due to the high public interest.
