The law that was approved by the Albanian Parliament pardons
a series of debts that the citizens and the businesses owe to the state. The
Democratic Party deputy, Edmond Spaho, listed the debts that are pardoned for
the individuals.

“Any citizen will have all tax debts until December
2010 pardoned. They can legalize any unpaid vehicle by paying 3% of the fee.
Every citizen can revaluate real estate properties by paying 1% of the
difference value, not 10% that it is today. Every citizen that has brought
vehicles inside the Albanian territory until the end of 2010, will have the
principal payment pardoned; and also the penalties and the customs payment
delays, if they will pay 50% of the principal”, Spaho said.
The amnesty will include the small businesses too, enabling
them to delete some debts that have been piled up during the years.
“The individuals will be able to legalize any undeclared monetary means by
paying 3% of the total value. The self-employed will have their unpaid social
contributes and health insurances pardoned for what has been unpaid until the end of 2008. The unpaid
contributes of 2009-2010 will also be pardoned, if they pay their obligations
within the terms for the year 2011”, deputy Spaho explained.
Big business, subject of VAT, will also benefit from the fiscal amnesty.
“All juridical persons registered as subject of VAT will have all their tax
debts pardoned, what has been unpaid until December 31st 2008”,
Spaho said.
The Parliament also approved the proposition of the Commission
for the change of the fees that business will have to pay while revaluating
real estate properties and machineries, by lowering them respectively to 5 and 3%,
different to the initial version that provided fees of 7 and 5%.
