Linda Rama: Between Family, Work and Albania’s Future The Palace of Justice will be built almost 100 meters from the Tirana
Train Station, an investment that will gather all courts of the Albanian
capital in one single building complex, together with the General
Prosecution and the High Council of Justice.
This is a 14 million EUR project, 12 of which come from the European Union, in the framework of the project “IPA 2012”, and 1.8 million from the Albanian budget.
The Minister of Justice, Eduard Halimi, explained the further details of this challenge that has been mentioned several times in the recent years, but that was never been realized.
“Together with the Tirana Municipality, we have identified the area where the complex will be built. This is a 50.000 square meters area, a continuance of the new Tirana Boulevard. The complex will consist of very modern buildings”, Halimi declared.
According to Minister Halimi, there is full guarantee that the Justice Palace plan will not fail.
“I guarantee that this project will work, because the will of the Albanian Government and the European Union, of Ambassador Sequi, is fundamental and extraordinary. Secondly, the area where the Palace will be built is a state owned land. As you might know, the Parliament has passed the law “For the protection of foreign investments”. This will be the first time when the government will apply a special protection for the EU investment of the Palace of Justice”, Halimi declared.
The Minister of Justice added that the institutions that will be included in the Palace of Justice Complex will be the Tirana court, the Tirana Court of Appeal, the Tirana Administrative Court, the Tirana Administrative Court of Appeal, the Civil Rooms of the Tirana Court, the Civil Room of the Tirana Court of Appeal, and all courts of first and second level. Then will be a building for the Constitutional Court, the Supreme Court, and the Prosecution will reside in a crystal building, that will continue the perspective of the Boulevard, in which will also be the Council of Justice, the Magistrate School, the Office of Judicial Budget Administration, etc.
Outside the Palace of Justice will be the Court of Serious Crimes, which will continue to work at the same building that has been financed by the European Union and that connects with underground tunnels with the detention area.
The Palace of Justice will be part of the new Tirana constructions that aim to enlarge the main boulevard and transfer the Train Station in the suburbs.
