The Albanian Prime Minister made a proposition to the Socialist Party
leader for unblocking the Fier District situation, but the opposition
declared that it is illegal and anti-constitutional.
Gramoz Ruci declared that this proposition is in fact what the Democratic Party did with the Fier District some time ago.
After the members were certified by the Prefect, the Democratic Party asked a motion at the Council.
“Based on the Albanian legislation, this proposition violates the rights and freedoms of the elected, since for the elected there is no vote of confidence. This is what the court rejected and considers illegal and anti-constitutional”, declared the head of the Socialist Parliamentary Group, Gramoz Ruci.
“Article 32 of the local administration recognizes the right of the communes and municipalities to give and remove a mandate. A motion can be started against anyone. Every elected forum has the right of the confidence motion. This is only on your interest, so that you can block the country’s integrity”, Prime Minister Sali Berisha declared.
“Our stance is not related only with the Fier issue, but also with the relation that this government has with the law. We cannot make a pact by violating the Constitution”, Ruci answered.
Besides the Fier District, another conflict in this meeting was the Parliamentary reform, another condition set by the opposition for the status.
Prime Minister Berisha declared that it’s impossible to leave equal discussion time to the majority and the opposition in Parliament, because that would create two Prime Ministers, according to Berisha.
The discussion time in Parliament is the only point that blocks that reform.
