This is the list with 116 names of judges that will compete this Friday
for one of the most important courts in our country, that of the Court
of Appeal.
On this session, the members will vote the names that will fill the seven vacancies in appeal, together with 16 names in the Administrative Court of First Instance in Tirana.
This meeting could face debates between the members of the High Council of Justice, although the HCJ there are only a few voices that still express different opinions.
Top Channel studied the list, and how the possible candidates for the seven seats at the Court of Appeal are evaluated. There is a system in which the experience is taken in consideration, their professional evaluation and the academic and scientific activity.
Most of the Electoral College Judges of 2011 are also among this list. This is the most discussed college by the political corces in the local elections, such as Judge Entela Prifti, Judge Meriban Mullaj, Maria Qirjazi and Astrit Kalaja. Most of them have received maximal points for their professional and academic evaluation.
But the Court of Appeal remains a preferred court even for the HCJ members, with six of them competing for these seven vacancies: Dritan Caka, Flamur Kapllani, Gjovalin Pernoca, Hysen Saliko, Ilir Mustafaj and Tritan Hamitaj.
On the list for the Court of Appeal is also Judge Agim Bendo, known for the 400.000 EUR fine placed against Top Channel for the Pango case. There are also the judges who have worked with the Gerdec case, such as Ridvan Hado and Fatmira Hajdari.
