Although the businesses have strongly opposed it, the Parliamentary
Commission of Economy passed the new excise law with the majority’s
vote.
The excise guarantee will not be obligatory to 100% of the product’s value, but it could be smaller in value if the customs administrations see it reasonable.
While the second amend is related with the fact that the guarantee will not be obligatory for all reproductive businesses, but only for those that are considered as high risk, according to the criteria set by the government.
These amends increased the subjectivism dosage, because it is up to the government and administration to define the financial guarantee measure for excise goods.
