EULEX investigations in Albania

The Parliament passed with 73 votes the draft law for the Property
Compensation and Return, while the draft has caused debates at the
Parliamentary session of this Thursday.

The Minister of Environment, Fatmir Mediu, at the same time leader of the Republican Party – a political force that supports the full return and compensation of properties to the former owners, after the communist regime expropriated them – underlined that the property rights have been treated against the interest of legal owners.

He added that there is the need of a wide debate at the Agency of Property Return and Compensation, for seeing if the infrastructure and personnel qualification is sufficient for treating this issue.

The Socialist MP, Erjon Brace, underlined that the law for property return and compensation is a law that has most number of amends within a single government mandate.

“It is impossible to find another law that has changed as much within a government mandate, and the paradox is extraordinary. The new deadline set for one file goes until 2014. Starting in 1990, it means that 24 years have to pass for reviewing a property file”, Brace declared.

The Albanian Parliament also passed unanimously the draft law prepared by the government for allowing the EULEX prosecutors to investigate the Albanian territory about the traffic organ against the Serbian population, accusations launched by the Swiss Senator, Dick Marty.

The Parliament voted with 127 votes the law “for jurisdictional relations in penal cases with the EULEX special investigative task force.

Investigations, EU welcomes Albania’s decision

The European Union welcomed the Albanian Council of Ministers decision for approving a law that allows EULEX to investigate in Albanian territory about Dick Marty’s accusations.

According to Juri Laas, the spokesperson for the Special Investigative Task Force, EU is waiting for an approval without obstacles of the Albanian Parliament.

Laas explains that this law that is inspired by previous regional laws, in cooperation with the International Court of Crimes in the Former Yugoslavia, shows that EULEX has an open way to cooperate with the states where the investigation is extended. Albania is one of the states involved in Dick Marty’s accusations about the KLA and its leaders for human organs’ traffic during the Kosovo war.
