The European Union has published the full content of the European plan for the normalization of relations between Kosovo and Serbia, which will henceforth be called the “Agreement on the path to the normalization of relations between Kosovo and Serbia”.
According to the plan, the parties agree on good neighborliness and recognize each other’s documents such as diplomas, license plates, etc., respect their independence, autonomy and territorial integrity, refrain from the use of force, will not block each other on their ascension to the Euro-Atlantic institutions, Serbia will not oppose Kosovo’s membership in any of the international organizations, they will continue the dialogue process, the parties are to exchange permanent diplomatic missions, and benefit from financial assistance for the implementation of the points.
Meanwhile, point 7 of the plan asks Kosovo to recognize the status of the Serbian Orthodox Church in Kosovo.
“Both parties are committed to reaching specific arrangements, in accordance with the relevant instruments of the Council of Europe. Using the existing European experiences, they will ensure an appropriate level of self-government for the Serbian community in Kosovo and the possibility for provision of services in some specific areas, including financial assistance from Serbia and channels of direct communication of the Serbian community with the Government of Kosovo.
“The parties will formalize the status of the Serbian Orthodox Church in Kosovo and provide a high level of protection of the Serbian religious and cultural heritage, in accordance with the existing European models,” the plan states, among other things.
Point 10 specifies that the parties will implement all agreements reached in Brussels.
“The parties will establish the joint commission chaired by the EU, to monitor the implementation of this agreement. Both sides confirm their obligations to implement all dialogue agreements from the past, which remain valid and binding.”
