Starting from today, Albania is officially a candidate country for the
European Union. Based on the EU treaties, it is the European Council,
the Heads of 28 member states, who decide about the enlargement policy.
This European summit, the last under the Greek Presidency, completed the formality by approving the conclusion of the Council for General Matters.
This Tuesday, the European Ministers listed the conditions that official Tirana should fulfill, so that the real accession plan and the negotiations with the EU can start.
Besides the five key priorities that are related to the Public Administration, the judiciary, fight against organized crime and corruption, the human right protection, the legal safety for economic operators, and the respecting of the visa-free movement agreement.
Although the Greek Prime Minister, Samaras, spoke about a new encouragement for the enlargement procedure at the latest press release of the Presidency, this EU policy was not included in the priorities set for the next five years by the heads of European governments.
From July 1st, the EU Presidency will go to Italy, one of the most supportive countries for the European integration of Balkan countries, but no further enlargement steps are expected to be taken during these six months.
