Linda Rama: Between Family, Work and Albania’s Future The Erzen River is still being exploited, based only on a temporary
permission request sent by the Ministry of Transports to the Ministry of
Environment.
Although the request has not been approved, the National Urban Construction Inspectorate has allowed the companies contracted by the General Directory of Roads to exploit the bed of this river. But the Ministry of Transports denies having any acknowledge about this case and puts the blame on other institutions.
In cases of public works of a national value, the temporary permission is made by the applicant through presenting a geological study attached to the official request. After this request, the Ministry of Environment assesses whether the exploitation permit should be granted or not.
Official sources from the Ministry of Environment have declared that there has been presented no request or geological study, and this is the reason why they have released no permits. This temporary permission cannot be approved also due to the government decision of 2006, which bans all exploitations of this river.
Although this decision is still in act, the government has allowed the exploitation of the Erzen River, based on the reasoning that its materials are being used for public works of high importance, such as Tirana’s new Outer Ring Road.
Unofficial sources say that the companies that will build the Tirana-Elbasan road will also be allowed to use this river.
