
After the European Commission and the EU member countries, the European
Parliament is also following the developments in Albania, especially
regarding the president and the electoral reform.
Right winged Eduard Kukan suggested not electing a president that will bring more problems, while the left winged Libor Roucek underlined the importance of closing the electoral reform on time.
“Concrete results are needed. The political dialogue is good, and we do not expect all issues to be resolved immediately. On the other hand, we cannot continue this way, because time is flying fast and you have the presidential elections”, Kukan declared.
TCH: Why is it important the way how the president is elected?
Eduard Kukan: “Because every election is important for Albania, with its history of elections. The country has a good opportunity to show that the new tendency is permanent.
The Presidential elections are different, because the voting will be conducted in Parliament. But even on this case, we expect both political parties to make the necessary efforts for finding a person or personality that will be acceptable.
Maybe not everyone will be pleased, because it is difficult to reach a consensual president, but at least they will find a personality that will not create additional problems or open new issues.
We want to see an implementation of these agreements, agreements that are kept, that stay there, not having the parties saying that they are not pleased with it, after they have achieved the agreement. This is very important, because we hear positive news about the electoral reform, and then we hear that there are problems with the Central Election Commission composition, the ballot boxes; when can they open or not, and all these things all over again. We are fed up with the “don’t open the ballot boxes” and “open the ballot boxes”, as it happened in the last Parliamentary elections.
Libor Roucek: “Passing a good law is something, and I would recommend both political sides to concentrate all their efforts and energies on having a good electoral law that will have all OSCEODIHR recommendations.
This new law, when you will hold the elections next year, must contribute in improving the election process for the new Parliament, so that we don’t have a repeating of what happened with the local and parliamentary elections, when changes were made and the parties didn’t want to recognize the result.
For this reason it is very important to have a law, but we must see it implemented. These are important laws, not only for the EU candidate status, but also for later, because for having a transparent and well-functioning state, you need a transparent public administration.
There is still time for the progress report, and I hope that Albania will work for this. It will not depend much from us, the European Parliament, but it will be up to the European Commission and the Enlargement Commissioner”.
The European MPs reminded that Albania needs to give concrete results and on the right time, even in other important areas set by the European Commission.
