EP draft report for Albania

After more than two years in silence, the European Parliament has planned a draft resolution for our country.

Besides the support of the European perspective, the consolidation of democracy, the reinforcing of the human rights and the continuity of the social-economic reforms are also part of this initial document.

Politics: “The European Parliament strongly supports constructive political dialogue that is not only an essential element of the 12 key priorities, but a precondition for the functionality of democracy. It appeals the political elite to preserve the dialogue and consensus so that the country can progress with the integration.

Parliament: “The European Parliament appeals all political forces to complete the remaining reform about the Parliamentary Regulation, reinforce the supervisory role of the Parliament, improve the legal preparations and strengthen the consults with the civil society, the syndications and the different social organizations.

Judiciary: “EP notes a certain progress in the reforms of the judiciary, and appeals the authorities to guarantee the integrity and the real independence of an justice system that is independent from the political interventions and corruptions, in order to guarantee equality in court for the citizens, and accelerate the progress in the implementation of the judiciary reform, including the Supreme Court reform.

Public Administration: “The European Parliament reiterates the need to eliminate the dangers of politicization of the professional administration, independent and based on merits.

In this document is welcomed the lifting of the immunity, but the main concern is corruption. The police, the media and the economy are some of the areas that are included in the Parliament’s assessments.

Corruption: The European Parliament is concerned that corruption is still prevailing in the citizens’ life and recommended the further implementation of the zero tolerance for corruption and abuse cases. EP underlines the need to have strong evidence in the investigation and punishment of high level corruption.

Police: EP underlines that all efforts of the police work must be in full accordance with the human rights.

Media: The EP appeals the authorities to reinforce the information freedom and guarantee the transparency of ownership and financing of the media. They regret the lack of legal rights for the employment of journalists and the fact that many of them are not paid by the media owners.

Economy: EP underlines the need to pay a special attention to the energy security, the diversification of these sources and the improvement of the public transportation network; the EP appeals the government to develop policies about the renewable energy sources and the efficiency of the waste management issue.

Poverty: EP is very concerned by the high level of unemployment and the number of Albanians who live below the poverty limit. EP appeals the government to take all necessary measures for an urgent treatment of the extreme poverty, and create a social insurance network for the citizens with low incomes.

The initial 5-page draft dated October 2nd is prepared by Rapporteur Nikolaos Chountis, before the official publishing of the progress-report at the Commission, and has no formulations about the recommendation. The first discussion by the EMP-s of the Foreign Committee will be held on Thursday, in Brussels, while the final resolution will be voted in the plenary session of December. The Parliamentary Resolutions have no legal effect to the member countries, which have the exclusivity of taking unanimously the decision about the enlargement area.
