The Ministry of Environment says that the National Council of Water and Basins, where there are representatives from all respective institutions, the local administration representatives and private subjects scrutinize firms that have fulfilled all documentation for giving environmental permits.
In these documents they have to fill the location of the project, the valuation report of its environmental impact, the rehabilitation plan, the emergency situation plan. After all documents are fulfilled, there will be an application for environmental permit.
The rivers can be exploited from October to march, for 5 years.
